No, as long as it is a reasonable distance, and no touching!
I have had guys actually grab my top and pull it down, or stick their nose into my chest, and I wasn't even showing more than about 2 cm of cleavage, if that.

One thing I learned is that women don't mind men hitting on them, provided it's the right man. If a woman shows cleavage that's like dragnet fishing. You have to expect that your Bluefin Tuna may be in the same net as your worthless bottom feeders.
If a man looks and she gets angry, well obviously she is not interested. He could be the right guy but if he stares instead of just looks that will cost him points. I think the trick here for both men and women is to do everything with a little bit of taste and you'll be fine.

Well, from the perspective of a woman who can't avoid showing some cleavage unless I wear a turtleneck every day (which makes them look bigger, ironically) I have become used to the fact that people will look. This is totally fine. Look all you want. Just don't SAY a word. Well "you look nice today, miss." is fine, whereas any sentence involving the word "baby" or a sexual invitation is rude no matter what the woman is wearing.

If a man looks, no. If a man practically comes up and licks them, yes.
Some women are simply using one of their best assets to feel good about themselves; it's not always for you, guys.
Yes, women do wear clothing to reveal cleavage for various reasons, including to be noticed and looked at.
Sooo... angry if a man looks? No. Stares. Well, maybe. Makes rude comments? Definitely.

Well if it's all out there in the open she's got to accept she'll get some stares. The reason women wear clothes that are really revealing is because they want attention. If it's just a little, that's fine, they are proud of their bodies and know they are easy on the eyes or whatever. But too much is too much.

No she should not get angry because she asked for it. Us women know how men react to our bodies, so showing it to them means you expect looks. On the other hand, I have very large ones and I never try to reveal myself, but I always have men staring at them.

No, the cleavage may be hanging out there, but your eyes can look in another direction.

I think it depends on how much of the cleavage is showing if it is a modest amount then don't gawk but if it is falling out sure she wants you to notice her breast not her ..
