a steel plate set inside (beneath) a kevlar jacket, or outside, and why?

The plates go on the outside of the kevlar. This is done so a bullet crushes and deforms in to a fat blob. If the bullet pierces the plate it is now slower and fatter and is even less likely to penetrate the kevlar. The kevlar also spreads out and absorbs the shock wave of impact. The above confusion probably results from people not seeing the plates on the outside. This is because the plates and kevlar are sewn into a vest made of nylon. Another reason plates are not on the inside is that metal splinters these splinters would enter the body very easily.

Kevlar vest depending on the class can stop bullets to, but in most cases not those fired from rifles. That is why ceramic plates are added to increase the level of protection against high speed projectiles. The ceramic plates should go on the outside, as most of them (plates) are not stand alone plates and small particles could chip off when a bullet impacts them. As Kevlar is a woven fabric of more then one layer it would stop those splitters (from the plate and/or bullet) which would otherwise penetrate the skin. Furthermore due to the multiple layers Kevlar can dispense the energy of the impact better then a plate can.

Since a kevlar jacket is made to stop metalic fragments and not direct hit's from bullets, I'd put the steel plate on the outside and let the kevlar act as a cushion. If you put the steel on the inside, you might as well not use kevlar.

I'd say put it inside the Kevlar. If it was outside, a bullet could ricochet off into your face or something. Also, the bullet's impact on the steel plate could also reverberate into a major shock to ones body.

The plate goes outside the kevlar. The ceramic plate is intended to absorb the round before it penetrates the vest itself.
Older ceramic plates could only absorb one round. But the current plates can take 3 to 4 rounds before breaking apart (just like a bicycle helmet does).
Also the kevlar also helps to absorb the shock (trauma) of impact. But you will still have a mean bruise.

Metal or ceramic strike plates are typically on the outside of the body armor.

Ceramic inserts generally go outside the main protection layer.
