I had heard there was one in Syracuse, NY. Don't know if it's true though.

I have never seen a stop light reversed. But, I have seen horizontal stop lights with red on left, yellow middle and green on right going sideways.

I thought that Boston or Massachusetts was that way, or was at one time. I had heard that some place in the USA was green light on top, but can't remember more.

no, not intentionally anyway. They're set up uniformly so the colorblind who can't tell the difference between green and red don't get confused.
