OK First what does your DAD know about hair? you NEED to have all the damaged hair cut..... ie. the ends 2- 5 inches... it will grow back if you want. also try layers, its a great way to cut out some of the bulk of the hair, and leave the length....

This length would be much more manageable.
Try to compromise with your dad, ask for 6 inches cut for healthy hair, and layers to ease the frizz, and give you some style.
It should not make it frizzy... more so like your dad says.....
If he says no try to go to a salon where they can look at your hair and recommend a treatment, and a cut.
Try using John Freida's product line... they work great for frizz....
Also once a week try this treatment... it really works to moisturize.... but it will do NOTHING while your ends are dead and need trimmed.
Take any of the following oils.....
Olive oil, coconut oil, or avocado oil, and apply to the hair, WHILE ITS DRY! Work it through from scalp to ends, cover with some type of plastic cap.. then take a towel HOT from the dryer, and wrap it around your head turban style..... Leave it on for about one hour, or even more for extra dry, damaged hair.
Wash your hair with a tiny bit of moisturizing shampoo and conditioner. Run your hair under cold water. Squeeze out the excess water and apply straightning/frizz serum to your hair. Apply to the ends of your hair, not to the roots, so that they don't get oily. You might want to add some mousse for extra hold.
Detangle any knots using a wide-toothed comb If your hair is really knotty, try using a detangling spray. Do not brush!
Tips
Before you get out of the shower, rinse your hair with cold water. This will make your hair extra shiny!
When blowdrying your hair, make sure the hairdryer is pointing down, so that all the hair folicles point down, which equals super shiny hair, which is the look we're going for! Also, before blow-drying, consider applying a heat protection spray.
Don't use too much hair serum or hair products, because you don't want your hair to look lank and greasy.
Some good products to try: Chi Silk Infusion or Redken Smooth Down, Nexxus Heat Protexx.
If your hair is fragile, use a low setting on the iron. If it's thick and unruly, make the heat almost the hottest it can be.
Warnings
Don't brush your hair when it's wet, because it stretches and breaks the hair. Always use a wide-toothed comb.
If you're in a rush and need to dry your hair, don't take the easy way out and use your hair straightner when it's wet. See that steam coming out? It dries out your hair. Always use a hairdryer prior to straightening.
ALWAYS use heat protection spray or else your hair will get damaged from straightener
I cannot stress the importance of at least having your hair trimmed every 12 weeks to keep it healthy... 1/2 to 1 inch should do it.

You could always wait until you're 18, but I doubt you want to wait that long. Your hairs length sounds really pretty! Ask him if you can go and just get a trim, that way It's about the same length, but It doesn't looks so dried out. If you're lucky, maybe he'll let you get long layers. Then your hair can still look long and pretty, but have some shorter pieces that can compliment you. My hair, isn't that long, but It's fuzzy too. Can you straighten it? You could get it done in a salon, and then you wouldn't have to every time you shower, because that would take forever! Maybe wait for your bangs to grow a little longer, and get side swept bangs, I bet that would be gorgeous. If you really want to cut it your dad should understand. My mom is just as bad! I begged her, and finally made a deal with her. If I did good in school then I could get a haircut. I got straight A's so she had to take me. =D. Try something like that, also tell him that it wouldn't be a big change, just maybe a little shorter, and some funky layers. I hope I helped. =D.

try a deep conditioner such has garneir frutis three to four times per week also use frizz ease in your hair before you style as well this will tame the frizz... have you tried striaghting it... also you probably need a trim you should cut your hair every three to six months to cut the dead ends off which could be causing more frizzing...also the longer your hair the more that it is weighed down so there is no body to it make a deal with your dad to the middle of your back first so that way at least the dead ends are off which will make styles easier but it is still quiet long and this will please dad... how old are you anyway?
there is a program called "locks for love" if you cut 7 or 10 inches off from your hair they make wigs out of it and use it for children with cancer that have lost their hair... maybe there is a salon in your area that will do this... and use this to convince your dad... i wouldnt just go behind dads back to do this cause you will lose his trust and that is not kool

If its really fuzzy and frizzy then you can use frizz ease stuff. And actually when I was like 8 I really wanted to cut my hair too but my dad wouldn't have it. But then I just went and cut it and he got over it because once you do it theres no going back. Also last year for my 12th birthday my mom said I could dye my hair and my dad was like N0 WAY! But I ended up doing that anyways also. So if you just do it then yeah at first your dad will be mad at you but he will get over it. Its only hair and its your hair.

serious frizz ease supporter..i have fuzzy curly hair.. but after using frizz for a while it gradually became wow-ish.. you might need to buy more than one step .. go for atleast 3-4-5.. seriously they do the trick..
and oh like while shampooing your hair run it under real cold water for like a minute as a last step before you get out of the shower as well as brush your hair before you get into the tub don['t comb it after-wards..just apply the friss stuff on your hair... :D.. hope it works

cut it off, it's your hair, it will grow back if pops has a seizure. let pops fix it for you every morning if he wants long hair on you. if it's a religion thing, (a womans hair is a glory unto her) then tell pops you are an athiest. bangs hide your face and rarely look good on women. some women can get away with big hair. maybe it looks nicer than you realize. brush the bangs back and let them grow out.

Use a good pomade. Wash it than apply pomade and blow dry it straight. but it really should be trimmed an inch or two. I agree with Niccole that if you had 2 inches trimmed your Dad wouldn't even notice. But but don't use cancer as an excuse. That's baaad luck if I ever heard.

Try a separate anti-frizz .There are tons out on the market. I've tried them, Loreal is good, and silk therapy works. I would like to try Garnie Smooth and shine.

use "frizz ease" it is like a oil that cuts down on the frizz. cutting your hair will cause it to have more volume, but if you go to a good salon they will cut it properly. they also can recomend products to use....
