Unfortunately you are asking a very hard question... it is impossible to say what is the best dogs... what are you looking for in a dog? small or large breeds? pure breed or mixed breed??

Golden Retrievers
Black Labs
German Shepards
Great Danes

These are all dogs that are great family pets, golden retrievers and black labs are both loyal and well with kids. German shepards are very good guard dogs , they are protective and extremely smart (as well as beautiful), Great Danes, also known as scobby dogs are energetic and grow pretty big, they have that big lug factor but are extremely loyal and loving.

Since Added Information:

Smalls dogs can be a little bit hyper active. Chihuahuas, especially tea cup Chihuahuas are really cute, I also like toy poodles, they are really cute and fluffy plus actually like to be dressed up ( and look adorable). A lot of mixed breed dogs are really loveable. You can always check out a few local pounds and see what they have... you may just save a puppies life. The pound ussually only keeps an animal for a little bit of time. You said cost was an issue, so I think that would be the best and most affective way to find the perfect dog for you.

You save a dogs life, decrease the out put of the pound and find the right animal. A lot of times they need volunteers as well, you would be able to research which breeds and dogs you like and do a lot of good. I hope this helped you out!!! Just remember that a lot of times the animals picks you... not the other way around.

Cute and cheap, then go for toy dogs with minimal maintenance (short coat). Toy dogs eat much lesser too. Some examples are Chi-hua-hua and Minature Pinscher.

Do not know what kind you fancy, perhaps you can explain more. Some dogs may appear cute to one person, but not another.

If you perfer furry ones, and do not mind maintenance - Miniature Schnauzer is nice. They are clever, adorable, right sized (not too tiny or too big for kids). Small breed, thus suits a condo. I came from a warm country and there are many Miniature Schnauzers around, so there should not be any problem. They have longer legs, and it can keep up with you much better than other small dogs during jogging. ;)

Chihuahuas are the best. Small, cute, cuddly. Adapt well to any lifestyle as long as you have enough time to give them the love they so richly deserve. They are the ultimate lap dog, very smart. Cheap, forget it. But any purebred is not going to be cheap.

I just lost my chihuahua/ beagle mix (bit by a rattlesnake). She was great... a smaller dog with short hair and loved to cuddle (very soft)! She was very smart & loved to play, but she also had no problem just lazin' around (not too boisterous). At any rate, a mix like this would be ideal for your situation I think. In my opinion (& experience) "mutts" (mixes) are the best dogs.... tend to be smarter and less neurotic (less inbreeding maybe?). They are also cheap (if not free). Try looking at your local pound or humane society - you might save a dog! Good luck!

It depends on your lifestyle. If you have a small space, no backyard etc then you should be looking for a small breed. If you have a large yard, lots of time for walks etc, perhaps you are considering a large breed.

You need to give more info.

No dog is cheap...trust me.

Tell us about yourself...that is the only way to help you. Are you home to care for your dog. My neighbor has a min-pin that they walk every 5 or 6 hours because it will wet in the house if they don't. they said it is that way with all small breeds.

It's entirely a personal decision, really--but I love pugs. They are cute, funny, with great senses of humor, and they're small so they are cheaper on food, etc.
And unlike other small dogs, they don't yap, they have a nice 'woof'.

a daschund is a good choice. small breed, can get enough exercise in an apt. also good with kids, very loyal, and cute as can be. also a good bed buddy....love tunneling under covers. also, come as is, no hair cuts, not to worry about ears, tails, ....they just come as is and are nice dogs.

Boxer, they love and adapt to everyone. They are soooo lovable. Or a Rat Terrier, they are adorable, like Boxers, and are kind of like Chihuahuas.
