I'm no lawyer (thank God) but I don't see how that's any different than the rain that would fall to the ground if your house wasn't there.

sorry but do not have a clue about Pittsburgh but in country setting the drain spouts usually run into the ground a save distance from the house so the water does not seep back into the basement but in the city with every one living on top of each other the rain may be indeed be require to drain into the sewer system

I have never been to Pittsburgh but where else are your drainspouts going to drain if not into your yard??
