Lack of exercise causes "flab" to accumulate around your abdominal area, sitting on top of your ab muscles. Your muscles get soft with little use, they get firmer and stronger the more you work them. Muscles never change to "flab" they just get softer.

I believe the answer is no, muscle cannot turn into fat because they are 2 different types óf tissue. However, if you don't exercise you will probably lose muscle and gain flab (depending on diet etc). But muscle won't actually turn into fat.

The muscles will just deflate, but they'll still be there. As soon as You start working out again, they come right back up, and be as hard as ever.... this is from personal experience.
