Okay, here's how it works. Who gets an M9 (or any other pistol) in the military is based on rank. All officers are entitled to a secondary sidearm (which is what a pistol is considered). After every officer gets their pistol, then the NCOs get theirs. If there are any left, the enlisted start getting issued. Some of the MOS have a particular spot, regardless of rank, that is supposed to be issued a pistol, due to size or duty constraints that would make a rifle or carbine difficult to carry or store.

When I was in Iraq, I was a specialist, and I was issued a 9mm to go along with my M4. This was due to the fact that I was running combat missons and needed the secondary weapon. Also, at the time, we had enough pistols that enlisted (most anyways) got one. Then, my chain of command lost some of their pistols to another unit who needed them for their officers. So, because my 1st Sgt, CO, and a host of other worthless shits who never left the camp, much less could have recognized a threat without an army manual and someone to point it out to them, didn't want to walk to the DFAC or latrine with a "heavy" M4 (because they needed the Surefire and Aimpoint to go to the latrine at night and just might have to "cap" someone) they pulled in the line soldiers' M9s. Eventually, we got reissued some 9mms, but only after our CO (something I really appreciated) made a deal with another unit for some Glocks. Between the time that I lost my M9 and had another one issued to me, I was carrying a slingshot in my shoulder holster to make a point.
