She has athletes foot. Get it cleared up quickly or it will continue to get worse. Also, it is contagious, the rest of your family can pick it up from the shower, etc. Bleach these areas well.

She should try a small amount of Vaseline on them before she swims, this will coat them from the water drying them out. They are probably itch because the dead skin is pealing off. Other waterproof conditioning lotions are available as well. Check your local pharmacist for some over the counter products that are newer than the ones I used in my days.

She has athletes foot, they have powder and spray at the pharmacy for it, she should not be going barefooted into the showers or pool, get her some swim shoes.

Its either dry skin from the chlorine in the pool, or she's got Athlete's Foot, or something of that nature. Look closer.

athlete's foot. I got it in 7th grade. tell her to wear shoes in the shower. for now, go to the drugstore and get some cream made specifically for athlete's foot. hehe, tough actin' Tinactin! (gotta love John Madden)
