I would think the best way to propose is asking her to marry you in the same place you asked her to be your girlfriend and yes 4 years is enouogh for you to know if you love her.

You will know when you are ready to get married. If you are emotionally, financially, and psychologically stable, and you love her more than anything, you are ready.
Some ways would be:
- at the most beautiful spot you ever have seen
- where you first kissed
- where you first layed eyes on each other
- where you went on your first date
- a place she has been dying to go to
- anyplace which reflects who you are as a couple.
Some memorable proposals I have heard of:
- in the biology lab that these scientist met at (he worked with their professors to decorate the lab in roses and get the keys)
- at her mother's house
- on a cruise.

try and think of the most unlikely place to do it. i've seen this on american's funniest videos. some guy asked his gf to marry him thru the newspaper. knowing she reads it, when she turned to that page, she just freaked, and he came up to her, and got down on one knee. that maybe corny, but what ever you decide to do, make sure that it's personalized to her, make sure that she can tell that you put some thought and effort into it.
