Because as Proverbs 6:17-19 it reads: "Haughty eyes, a lying tongue, And hands that shed innocent blood; A heart that deviseth wicked purposes, Feet that are swift in running to mischief, A false witness that uttereth lies, And he that soweth discord among brethren."
These are things that God hates and the wicked spend a lot of wasted time and energy being wicked.

You might sleep like a baby but it truly takes more work to be "wicked" than it does to be "good"! If "wicked" people would put that kind of effort into "good" they could be the Pope or the next Donald Trump!

Wicked is evil as implied. No rest means the continuous scheming, planning, manipulating... if you ever saw a corporate board, you'd know what I'm talking about.

the good must not be doing their job. they are obligated to keep the wicked awake at night wondering whether or not the sledgehammer of justice will crush their skulls in the dark. It's from the Christian belief that souls who end up in hell will suffer torture and pain for eternity. Basically, it's just a scare tactic that describes what they say will happen after you die and not how you sleep.
