It's mostly an expression that means the message is understood, and agreed to. When my boss goes over assignments with me, he'll tell me what he expects me to do, and I'll throw in a 'right on' so he knows I understand and that I'm accepting the assignment. If someone else says something I agree with, like .... Bacon sure tastes good! ... I might just say 'Right On!" because I agree with that statement.

Right on is slang from the 60's and 70's.

Its like "great job" or good job". For example your friend just made the last basket in basketball then you say "right on"!. But this word is never used any more its better to say "hell ya"!
