I think it depends on the situation, and how wild/crazy the "cat calls" or whatever are. If the comments are like "shake it for your sugar daddy" or something like that, well that is highly repulsive.
Even so, I do think that in some situations some attention--again, depending on how it's presented--is to be expected. It highly amuses me, for instance, how a woman at the lake or pool can walk around in the tiniest of bikinis and then act all disgusted if you even so much as merely GLANCE at them for so much as a split second. I'm like--gee, what you THINK I'm going to do, look up at the sky away from you to keep from offending you? Please.
They've made it a stupid politically correct situation at work, but frankly I'm glad that in public you can't get in legal trouble for letting a woman know you think she's cute. Men shouldn't be gross, true, but at some point we really need to lighten up about this. And again, if you don't like the attention, don't flaunt what you have--dress accordingly.

I feel that you should be able to walk around without getting hassled. Having said that; I don't feel that guys whistling when you walk or drive by is "hassling".

It depends on what mood I am in. Usually I act like I don't notice. Once, recently, I asked those people for directions. lol and they were embarrassed that I even replied to them. -I never let on like I thought they were flirting. In the past, on a bad day, I remember running up to the guy's truck and hollering go screw yourself. I was in a really bad mood that day and I did not feel anywhere near pretty or needing to be hollered at-it made me feel belittled and scummy. Most of the time though, now, I just take it as a silent compliment on my part. They are brave and silly. Not me.

Harassment. Wolf whistles are far from compliments in my book! We (as women) should be confident enough to realize when we are noticed without cat calls.

It is a nice compliment when men call out to you - but also it's illegal and this is called sexual harassment. Especially, if they are working on a building site. All areas covering the workplace are suppose to be harassment free.

When men whistle, bark, and do things like stick their tongue out @ u, it shows us women how immature, desperate, and low they really are. If I had a dollar for every time this happened, I'd be a damn millionaire. Maybe I should start charging!

I don't think it's either really, but more leaning towards harrassment. Guys just do it to show off to their friends, trying to look cool & whatnot. When I was at a girls high school, guys used to always drive past & honk & yell. Most of the girls thought it was really pathetic and stupid.

SMART GIRLS FEEL HASSLED, DUMB GIRLS LIKE BEING GRABBED AND YELLED AT. GUYS YELL BECAUSE THEY ARE DUMB AND WANT TO FEEL BIG IN FRONT OF THERE FRIENDS WHEN IT WOULD BE JUST EASIER TO WALK UP AND SAY SOMETHING. I KNOW MY SISTERS WOULD HIT A GUY IF THEY GROAPED THEM AND WHEN GUYS YELL THEY ACT LIKE THEY DONT HEAR THEM AND THE GUYS USUALLY CALLS THEM A B,,ITCH. ITS NOT THE GIRLS PROBLEM THAT THE STUPID GUY IS IMMATURE, WHY SHOULD SHE BE CALLED A B,,ITCH.

It's both depending on how you feel.If you feel good inside and confident then it is flattery. But if it bothers you and you feel like hiding or something then it's harassment.
