It's just the mark you make with the fork. Because of the texture of the cookie dough, what with the peanut butter being added, it is too dense to spread as it cooks, like chocolate chip or something. So you can't just leave the dough in little balls. Otherwise after you bake, you'd still just have dough balls. But criss crossing the fork it presses them down so they bake evenly and make a cookie shape.

The marks are caused by a fork smashing them flat after they are dropped onto a cookie sheet. the fork is turned 1/2 way to create the cross on the second smash. this is done so the cookie will cook evenly.

Because you have to squish the cookie down or it won't bake properly. It's the easiest way. I like to dip the fork in sugar so the top has a little sugar on it.
