I don't know what to do. My boyfriend will be all sweet to me when were alone, which is less and less often anymore. He will spend days at his friends house, and he will just let his sister cut in on our phone coversations 24/7..... do i have the right to be mad? and what should i do about this? he already knows how i feel.......
i'm not saying spend every second together, but i would like to see him sometime this year without being cut off.......

It is time to let this one go....for good! He does not care about anything regarding you. If you already told him how you feel about the situation and he has not made the attempt to correct it, he is not worth your time. Find someone who will at least care a little.

I hate to say this but it sounds like there is something wrong in your relationship. He is spending less time with you and allowing others to come in between you.
You have the right to feel frustrated but you also need a clear head. Tell your B/f that you think there is something wrong and get him to explain his side of the relationship.
You sound like you really care about this guy, but you may be just a companion to him - find out before your feelings are crushed. Love is a two-way street and you need to find if this guy is in the wrong lane.

I hate to say it, but is seems he doesn't care about your feelings what so ever. L:etting his sister interupt your phone calls, is just plain rude. We all understand if it's an emergency, but al the time, is not on.
I'd say, dump him, find some one who will be your boyfriend and spend the time he should with you, not his friends or family.
