Can you restrict %CPU to be used by an app in XP?

Question

Any way in XP to say "you app shall get only 50% CPU at most and no more"?

u can set the pirority of the application
ope the task manager and then right click on any applecation in the processes window and choose " set priority"
but i don't think taht u can choose a % like 50 or 43 or any thing like that coz it's the operating system main duty is to manage this thing
