This is something I heard. Is it true

I'm not saying I'd use it without washing my hair. Just curious.

Absolutely NOT!! Brill Cream is a very old product that has been around since I was a little girl. It primary use is to keep unruly hair in it's place. If your hair is thick or very wavy and your looking for a product to help control it without that sticky feeling you can also use VO5. Just a little dab and rub it between your palms and distribute it thru your hair. Smells good too. There are alot of non-oily or non-greasy hair products out there you can use.
