im having low voltage in my trailor home could the 15kva transformer be causeing it?

there is also another trailer home is is running to.

Could be.Is it always low or just gos low when the other trailor's air conditioner kicks it?

Yes. One 15KVA transformer (125A @ 120V) is not sufficient to power two residences in the vast majority of cases. Unless you are Spartans who only use your power for lighting and nothing else then you are likely under powered. Ask your power company for an evaluation.
