Shows confidence and that he is alert. Tail and ears down= timid/shy, unsure of the situation.
Be careful the confidence stays in check. Learn to recognize the difference between confidence and "challenging" the other dog or person. Challenging will look like stiff stance.

If he raises the hair along his backbone, then you have a dog who needs to learn how to socialize better.
A lower waging tail shows he is interested in meeting the other dog. Your dog is telling the other dog "I'm top dog, and I am not interested".
Take him to dog parks more often, or get a younger female dog for a buddy. Too much alone time with humans, and he probably takes charge in your house too I bet.

because dogs are naturally curious animals that (most of the time) like to socialize with other animals. Animals can't "talk" so they use body language to communicate with others and other animals. You're dog might be trying the friendly approach. :]
Most dogs have a sweet nature, so I'm sure he/she was just letting the other dog(s) that everything is ok, and he/she is just saying hi.

Totally normal. The other dog just caught his attention ur dog responds by being alert 2 the situation. Kinda like "Hey, who's that, who r u, whatz up?"
