I don't think you can refer to him as a boyfriend considering what you've written. Dump him? He doesn't call you. You're not a couple and there's no one to dump.

not yet, ask him if he wants to do something with you, like dinner or movies. If he says no then dump him as he is signifying his lack of interest in the relationship
