Anything can be harmful in large doses, you fool. Chlorine is also added in small quantities to help prevent buildup of nasty stuff like legionella bacteria.... also known as swimming-pool and clothing bleach.... which will kill you quick if you drink it neat.

And of course, a small pinch of crystalline sodium chloride (table salt) is nice on your fried potatoes, but will see you dead within a couple hours should you swallow a few tablespoons of it at once.

Not only was flouride used as rat poison, the rats flourished on the stuff. That's why it isn't used for rat poison anymore.
