In the US, the insignia rank symbol for a full colonel is an eagle.

Hence "bird" colonel. As opposed to Lt. Colonel.

An O-6 is a "bird" Colonel, full Colonel, full bird, or just Colonel. The distinction comes because an O-5 is a Lieutenant Colonel. Lt. Col. are often refered to only as "Colonel" or sometimes as a "Light Colonel," so the distinction is just slang let people know that the person you are talking about is an O-6 and not an O-5.

An O-5 wears a silver oak leaf cluster and an O-6 wears an Eagle, hence the term full bird.

In the US Army, Air Force, and Marines, there is a Lieutenant Colonel (O-5) and a Colonel (O-6) often referred to as a Full Bird because of the Eagle insignia. The Lieutenant Colonel has a silver oak leaf cluster.
In the Navy the O-5 is a Commander and O-6 is a Captain. With nearly identical insignia as their counterparts in the other services.

I blieve it is "full bird" colonel. Eagles have wings and clusters don't.
