1st answer will clear it once off 2nd will stop it logging for future. Im guessing you dont want people to know what sites your going to then if so clear your temp Internet files as that will give the game away can get around it but not to the casual user. If your serious about not wanting people to know where you've been buy a program that erases (over writes several times the erased files) this is good up until they send it away for forensic examination then they can see what was there

You cannot turn it off..the best you can do is have it set to zero days as others here have shown you how to do. I used to have it set to zero days ..if I remember correctly, the history still stays there for one day even so. (The current day)
Your use of the term "complete" makes me wonder if you meant auto complete addresses..if you did then here is what to do:
At the top of your Internet Explorer select "Tools".
Select "Internet Options" from the drop down menu.
Click on the "Content" tab at the top of the Internet Options window.
In the Personal Information area, click on the button "AutoComplete..."
Click the check mark for Web Addresses so it will be unchecked.
Click "OK". Then click "OK" to close the Internet Options window
