I think China.
Normally a war would be non-nuclear and then China got the manpower, a well drilled and huge army, the technology and the money.
But all is difficult to say, how should start the war, who is joining the fight, ....

Russia has more ICBM's but less troops , China has almost no ICBM but lots of troops with no way to move them .
My guess is Russia
