Because God doesn't call the qualified; He qualifies the called. Jacob went from a life of sin to must greater and that's God's way of showing other sinners what they can do if they follow him.

All those leaders such as Jacob, Moses, Abraham, et al were all warlords. It was a harsh time which demanded harsh solutions and penalties. There really wasn't anything too pious or benevolent about them. We get the opposite belief because Hollywood portrayed them as such.
