I am curious about whether it is possible that this is correct...

I bought Arm and Hammer "Enamel Care" toothpaste. The advertising says that the liquid calcium in it will restore surface enamel within three months. Is this possible?

It is not probable. The calcium in the toothpaste doesn't have adequate exposure to make a big difference. There are calcium ions in your saliva-that harden plaque into tartar given enough time-that have a better exposure but are no better at 're-calcifying" teeth. There is a promising product call MI Paste, which contains bio-available calcium and phospate conjugated to a milk protein. Rresearch has shown this to be a much more effective product, both for remineralization and desensitization. Ask your dentist. Good luck!!
