I don't want to give anyone ideas, but if the Israelis can claim land that their ancestors owned 2000 years ago, what's to stop the Romans from doing the same? On the other hand, one could argue that the EU is the new Roman empire, only its capital is not in Rome.

the Roman Empire? I am afraid, we would have to build a time machine to strike the Roman Empire. Also, it wouldn't be preemptive. It would be a retroactive strike.

I think we should just go ahead and bomb the living sh!t out of Atlantis just to play it safe. Then we ought to go do Grenada again. That would really freak 'em out.
