Have a nice conversation with her and throw in some compliments in between (which fit to the context). However, flirting too much can be dangerous too; one must also be able to maintain a conversation.
When she smiles say "A beautiful women smiling to me, what could I possibly wish more? I have never seen such a beautiful smile yet in my entire life."
Flirt with her and say how beautiful and soft her hair is. After you've been talking for a while and when it's getting more silent, reach over to the tips of her hair and say "Oh my God, your hair is so soft." When she smiles, she is ready to be kissed. Get closer slowly. Look to her lips, then to her eyes and then back to her lips. Kiss her slowly and gently. Then retreat, but stay close. If she wants more, she'll reach over.
You can also say "If your hair is soft, how soft would your skin be?" Ask her to hold a hand then. Hopefully this works.
What you must learn is to be funny, charming and flirting at the same time.

go to nice restaurant with great food/ambiance
start seducing her there
go for a walk, some place nice after date (like a riverfront or some place related to nature)
seduce more
talk and ask questions to get to know her
take her back to her place

Any woman who does is not worth having over the long haul. If she will do it with you its likely because shes done it with others. Believe me, no woman who calls herself respectful would ever do it.

you really have to work on the chemistry. try flirting, and then getting closer. i shouldn't say this but if both of you have a couple of glasses of wine, then you'll get in the mood.
