Sounds like eczema. Oatmeal, I know, isn't very good for eczema. Oatmeal drys out the skin. You want a moisturizer with a menthol. Sarna, for example, is a non steroid menthol lotion for temporary relief of eczema. You should also see a Dermatologist, who can write a script for a topical which will clear up eczema.

Sounds like a skin infection. Usually red blotches are a sign of this.
If the blotches are circular, it is ringworms, which is a skin infection that can be treated with a doctor prescribed cream.
if it is an infection, have your doctor prescribe Cephelexin 43/500 mg lightgreen/darkgreen oblong sized pill 4 times a day (breakfast, lunch, dinner, before you sleep). It is manufactured by Aurobindo Pharma USA, Inc. located in Cranbury, NJ.

Defiently go to a Dermatoligist and have them check it out. In the meanwhile you can use a Hydracortisone Cream such as Cortaid to relieve the itching. My 2 yr. old son has Dermatitis which causes severe itching and this has relaxed him when he get those itching attacks. Good Luck!

are you nervous about your prelims? maybe that is the cause of these itchy blotches, they could be like hives which some people get in stressful situations.

Go see a Dermatologist. Seriously, that sounds horrible. I'm certain something can be done to cure or subside your problem.

you have EXACTLY what my firend has - shw went to the doctor to find she was allergic to peanut butter and chocolate even thought she has had it many ties before withour getting and rashes - so you are probably allergic to something - figure it out and you will be healed!

try Aveeno Moisturizing lotion it says for dry skin, itch, and something else on it, it is a light green top I use it, it works wonders
