Macromedia Freehand or Adobe Illustrator CS2

Freehand, Illustrator and Corel Draw are all excellent.

There is one that is free, and it's not bad for learning the basics and for things that aren't terribly advanced. It's by Serif Software, called Draw Plus and you can get it here:
