Did you show Pepper how to use the litter box? Isolate Pepper for a day or two in the bathroom (or whatever room the litter box is in). Put Pepper in the box and take Pepper's paws and rub them in the litter. Do this several times a day for the rest of today and tomorrow. Is Pepper's litter box far enough away from his food and water (you don't want them right next to each other)? Also, is his litter box in a private area and is the box large enough? You may have to change the litter you are using. I have used the pearls with great success and highly recommend them. Good luck!

P.S. Please do not rub Pepper's nose in his pee. It will humiliate him and confuse him. It is okay to tell him no and even to spray a bit of water on him (from a water spritzer) when he is caught peeing out of his box but rubbing a kitty's nose in his business is bad business.

Get it fixed. If there's another cat using the litter box, get another litter box. There might be something in the litter that bothers your cat, so you may want to try a different litter. Keep the kitten's food in the same room, but not next to, the litter box. While you're working on it you may want to keep the kitten in a room that has vinyl instead of carpet when you're not home.

Find a big box with high sides (or have someway to cover the top).

Put the cat's litter box in there, the cat, and if you like the cat, a blanket and a toy.

Leave the cat in there. Cats (like dogs) don't like to sit in their own waste, so eventually it will go in the litterbox.

Be prepared. The cat will meow/howl. It will try and get out by any means it can.

If you can not find a box that big...a large dog crate with a door would work too. If you have a shower stall in your home with a door that closes, you could probably use that (just dry it out first).

I did this one time for about 6 hours and my cat used the box ever since

Keep the litter box clean at all times. Cats will not use a dirty box. the next thing to try is, rub pepper's nose in the pee, then tell him no, and take him to the litter box. do this EVERY time he pees where he shouldn't. its best if you can catch him peeing on things he should and take him to the litter box mid-stream. Also, i have noticed that cats pee on things when they are mad at you.
If it is a male cat, that could be part of the problem. Cats a teritorial critters, and he could be telling you its his space.

But sometimes the only thing you can do is turn your inside cat into an outside cat.

What ever you do - don't try to beat it into him.
How old is pepper?
Cats are naturally very clean animals - I suggest you re-locate his litter from where ever he drops it and put it into the litter box. Then - get the little guy in there - show it to him.
It has worked for me 3 times over :-)

I don't know about how to get it to stop, you can try some store product. I know they make it for dogs, and am pretty sure they make it for cats.
Also! green rubbing alcohol is fantastic for removing odors and not leaving a stain. They use it in houses that have animal smells to them. Just put it in a spray bottle (undiluted) and spray where the cat has "missed" the box. You'll be surprised!

Search a vet web site or cat web site. Or call a vet. Change the type of litter. Sometimes I think it's behavioral or he might have a urinary tract infection/problem. Could be various things.

Easy to use aerosol spray repellent is an excellent training aid for keeping your pets off of forbidden areas like furniture, rugs, flower gardens, garbage cans, and more. Repels dogs and cats for 12 to 24 hours when applied daily.
