Just having is looked at by a reputable technician before any repairs can be done may not be worth the trouble unless you spent a lot of money to get it originally. My recommendation is to throw it away or sell it AS-IS and get a new TV.

Most TV's are like Bic lighters...disposable. They are not worth fixing.
Get a new one.
The only TV's worth fixing are plasma ones, and even then, it is usually cheaper in the long run to just buy a new one. Once they start needing repairs, they will contiunue needing repairs.

if you want a propaganda machine get if fixed. You are lucky you cannot switch it on....do something else...this will give you the chance you need, freedom from the goggle box.
