Go buy a a jar of Vaseline. It is the most en-expensive cure of many things. Also, if you have dry hands, rub some on your hands at night - if You have gloves, put that on your hands after rubbing the Vaseline on. The next morning see the difference it makes.

The web has this information:
General Chapped Lips / Dry Lips Information
The term “chapped lips” refers to dry, cracking, painful skin on and around the lips and mouth area. Lips typically suffer from dryness in the winter months when cold weather, dry air and wind take their toll, but chapped lips can also occur in the summer when exposed to the sun. Chapped lips are very common and are not a serious problem, but they can be painful and often lead to difficulties eating, talking and drinking. Generally, a good lip balm can help immensely.

Possible Causes of Chapped Lips / Dry Lips
Chapped lips are caused by the loss of moisture in lip skin. The natural oils in the skin is often lessened by exposure to sun, cold, wind and dry air. Repeatedly wetting the lips without protecting them first can also lead to chapped lips. A lack of essential fatty acids and/or B vitamins, poor diet and dehydration can also result in chapped lips. Chapped lips can also occur if a person is allergic to lipstick dyes.

Possible Symptoms of Chapped Lips / Dry Lips
Chapped lips often look dry, red and feel painful. Lips can also crack, split and bleed. The pain is often continuous, but it can intensify when lips come in contact with moisture or some foods.

Possible Lifestyle Changes for Chapped Lips / Dry Lips
Apply cool, salt-soaked cloths to the lips everyday to hydrate the lips. Seal in the moisture with a lip balm containing waxes or lanolin. In extreme cases, apply hydrocortisone ointment under the lip balm. Avoid frequent lip licking. Change lipstick to rule out allergies. Apply lip balm with sunscreen before venturing into the sun. Use a humidifier indoors whenever possible. Increase water intake in the winter months to further hydrate the skin.

Cold or windy conditions can cause vital moisture to evaporate from the surface, drying out lips that can peel and often bleed.

Licking dry lips actually dries them out even more. It's better to get yourself a lipbalm. Many balms contain cocoa butter, which some people are allergic to - so if your lips are still scaly after patient use of balm, try a brand that doesn't contain it. Regularly applying a lip balm is the best way to keep your mush looking magnificent, but if it's already become a problem here's one way to fix it:

Rest a wet, warm flannel over your lips to soften up the skin.
Remove after 30 seconds, and apply a layer of petroleum jelly onto your lips. Leave to sink in for three to four minutes.
Using your warm flannel once more, gently rub away the excess petroleum jelly. This will also serve to peel away any loose skin.
Finish with an application of lip balm, and check out the results.
Congratulations. You may have started with lips like a polar explorer, but now you can pucker up with passion and panache.

Dry, swollen, or cracked lips can also be caused by allergies, infections, drugs, and a number of medical problems. If simple methods to help the situation have failed, your GP should be able to sort it out.

You are on the right track about lip balm. I was a practicing pharmacist for a long time and so many of the lip treatments set up a end result of needing more lip balm. That tissue is best treated with a coco butter type of balm. Read the label. There used to be one that was called Texas Lip balm by Tesax pharmacal. Watkins lip treatment is close. If you have a compounding pharmacist nearby they have a lip balm recipe for "ellegant lip balm" Try simple cocoa butter at night. You have to ask for cocoa butter and they keep it in the refigerator. Doesent come in a stick lip lip stuff but in a block like chocolate. Add suppliments zinc (chelated), bit B-6 25-50 mg abd increase oil in you diet by 1-2 tablespoonfuls a day. That cpould be accomplished by an extra piece obacon and or changing to oil/vinegar dressing on salad and cooking with extra Virgin olive oil
AND MOST IMPORTANT increase WATER intake. You should drink 8-12 glasses a day anyway, then if you go outside in this summeer heat ... more.limit coffee and tea they both have a alkyl;loid that causes water diuresis

Every night before bed, moisten your lips with hot or warm water, then apply a balm. I like Carmex and Burt's Bees. Eventually, the dry skin will loosen enough so that you can gently scrub it off, with a hot or warm towel, without hurting your lips.

Once the old skin is gone, keep applying the balm every night. Your lips might chap again, but the nighttime routine keeps chapping manageable. And keep the balm handy for any time you feel your lips go dry.

Also, drink plenty of water. And put sunscreen on your lips when you're outdoors.

My first answer is regular lip balm/chap-stick. I use it everyday many times. it keeps my lips soft and my lips have no cracks like most peoples. And its not 1 gender only! My second suggestion is some stuff called Bag Balm it is almost like Vaseline. It can heal any part of your body that is dry. But it was originally made for cows utters, so if you go looking for it green, square tub with a cows utter picture on it. Thirdly: I am not suggesting this stuff because I never used it(never had dry enough lips) and believe that it is for lady's but it is that Mary Kay's Satin Lips or whatever(read previous answer to learn more) 1 tip if you don't screw the lid on tightly it goes as hard as dried mud!

Good luck finding your ultimate lip cure!

It looks like you're a guy, but don't feel bashful about using this, I've seen guys buy it, too! Mary Kay Satin Lips, there's a lip mask you put on and buff off (Gets rid of dead skin) and then lip balm that you put on afterwards. It's the best thing I've ever found for lips. Other than that, their intensive moisture stuff is great, or, just get a $1 jar of Vaseline. Vaseline is a buy one does all product, it's awesome. I've used it to grease my door hinges and put it on my lips, elbows, knees, any dry skin. When my hands get really dry in the winter, I put it on my hands and go to sleep with cotton gloves on. Softest skin in the world.
Good luck

The best thing that I have found is called "Smith's Rosebud Salve". It comes in a round tin and is about the consistancy of vasciline. I am alergic to almost all lip balms but have never had any trouble with this.

You can get it at Sephora and some other beauty supply stores but it is good for men as well as women.

dry lips are only the simpthom, if it happened only once, yes, there are a lot of great lip balms to fix that; but if your lips oftenly get dry and damaged you need to treat not the sympthom, but the cause. Mostly lips get dry and damaged because of severe weather conditions - in this case my recomendation is to use some natural oranic means instead of lip balm (for ex - COCONUT virgin oil) 10-15 min prior leaving outside. also your lips might get mentioned sympthoms if you drink too less watter. Dry lips is one of the sympthoms of the lack of watter in your body. For prevention be sure to drink enough water everyday 2-3 litres per day.
