1) you could fence in the garden
2) keep the dog on a leash outside
3) build a pen or kennel area just for him (this is
what we have in our yard for my dog-he just
goes right to "his" room)

My Border Collie was a terror for doing that when she was younger . She was restrained to the decking area except on leash outings for a while. I have no idea if that influenced her behavior but now she is two years old and has no interest in digging up the garden anymore . . she prefers to run with her ball and bark at Magpies

Put some dog poop in the holes he digs and cover it back up. I'm not kidding, this helps.

my dog andy dig in the garden, but he hads his own area, so its not messing up my mums garden.

Next time he digs a hole put the dog in the hole and cover with soil - your dog will not dig any more holes in your garden.

use one of two products one called "Get out of my garden" or the other called "Boundary". available at lawn and garden shops (and some pet stores)

Trim his nails way short, and/or fence your yard, and allow him there only under supervision. Reward him everytime he goes there and doesn't dig.
