It's not strictly the case that all people who believe in theistic evolution believe in Genesis. So no, not really, although that is a good way to sum up the beliefs of a good many Christians.

Basically yes.
Theistic evolution maintains that god told Adam that he made him "of the dust of the Earth" - which was the truth but god didnt feel Adam would understand the exact processes (evolving) that brought him about so, since he was speaking to the first "child", he kept his description simple and truthful.

I'm no expert, but I believe that term to mean that one believes in evolution, but believes that god started evolution and controls it.
