It is always the male...yes even in this "great, civilized, and equal for all" society of America, the man gets to put his name first...and not only that, guess what, if you are married then it is still your husband's first name.
For example, if Jane Hill is married to Tom Hill, the proper way to address in writing OR orally this couple would be to write/say
(for both the adresse and the adressor)
Mr. Tom Hill and Mrs. Tom Hill
OR
Mr. and Mrs. Tom Hill
Technically it is wrong to refer to Jane as Mrs. Jane Hill because rememberm Mrs. means "the wife of". So it doesn't make sense to say "the wife of Jane Hill".
That's right ladies, you get his first name as well as his last name.

Always, always ladies first. In this case as well, at least if you want to go by the old rules. If you don't - well, perhaps it is not a good idea to post a question on "etiquette"... LOL
and of course, one signs his/her name LAST.
On the other hand, it is nowadays considered rude by most to address both man and wife with the same name "mr. John Smith" and "mrs. John Smith" - because it is like implying that she does not have any relevance anymore... you want to write Mr. John Smith and Mrs Mary Smith!

I would say it is your mother's choice. When was the last time your received a card and checked to see if the names were listed correctly?
Tell your mom that if any one corrects her, to mark their name off the anniversary card list.

if your mom is friendly with the woman and not so the man, then it's ok to say Betty and Joe.
Professional (career type), court documents, marriage invitations, anything that appears stuffy, it's Mr. and Mrs. Joseph Smith or Joseph Smith and Betty Smith, usually the male first.

I usually put the person with whom I closest first. So, if it's my girlfriend and her husband, I would put her name first. If I'm equally close with both people, I'd probably put the male first. If it's from husband and wife to a husband and wife (as in your anniversary card) I'd put Dear "John & Mary"....and I'd sign it "Bill & Ann".

I choose alphabetical
Like Lennon/McCartney
The order is of no importance unless you meant for it to have significance. They should be honored to receive your card.
