If I start a immigrant visa for my wife in Tokyo, could I finish that visa in Okinawa or another country?

We are leaving the Mainland and going to Okinawa, I want to get a head start on the visa and just transfer the paperwork to our new location if thats possible. WE are leaving in about a month and a half and also how long on average would the whole process take. Thanks
