Honestly, the people who never learn to speak English. I guess we are suppose to understand their accent, no matter what dialect it may be, and they do not want to learn the English accent. I have been told English is a difficult accent to learn. If I had to chose which foreign tongue learning English is most difficult to understand, it would be Chinese. Ordering Chinese take-out over the phone is very frustrating. You have to keep repeating yourself and they keep repeating and so on and so on etc......

The one that colored skin people speak. I am Mexican so English is not my native language and when I traveled to the US I found really, really difficult understanding the way that colored people spoke. My first thought was that my English level was really low. But when I was able to speak with no problems with some other persons (including Italian and Portuguese people) I realized that the problem was not mine.
Note: I am not being racist, (One of my best friends is dark skin colored and a teacher of mine is too) I am just telling that it was really difficult for me to understand

I'm American, but my husband immigrated from Russia, so I feel I can answer. The first would be an accent from the Deep South, followed closely by Black English.

Go to the extremes of the north and south. The hardest for me are backwoods country accents like parts of Alabama, Mississippi, Louisiana. Also in the North, backwoods country folks up in northern Michigan in the Upper Penisula. Both are tough to understand.

Beatles familiarized a lot of Americans with their peculiar accent and I don't loik it , nah uh bih uv it. I suppose it's Londoners who say, "Ah-ee den't neh-ooh" for I don't know. All very off-putting, I dare say.
