I need to call a bunch of people and I want to know when not to call them.

at 12:00 noon that's lunch everyone leaves at least their mind so they concentrate on eating.

I'm glad you clarified your question. I was thinking you were casing their houses to burglarize them. Yeah, the best time to reach people at home is after 7 pm that way they are home but have probably already had dinner.

Most adults have jobs from 9 ish to 5 ish plus travel time...

The best time to rob somebody's house is actually during dinnertime. This way you know for certain where they'll be.
