I was wondering what would you consider when you say a girl is just to buggy. Is she calling to much and what is to much or just things like that, need to show a friend and please she needs help so give answers that make sence.

Being buggy can be 2 things. FIrst, she can be calling too much. Second, she could be too courious and asking too many questions.
Tell your "friend" to chill. If he likes her then let him call. Being too buggy is a real turn off.

If he said she was buggy than the guy probably isn't interested in her to begin with or is looking for a way out. Guys like a challenge and she shouldn't be calling or texting him constantly if she is. She should let him come to her and maybe even blow him off ever once in a while...especially if it's at the point where he thinks she is to buggy.

I believe buggy is when she calls too much and has totally nothing to say!! 5 X with nothing to say .....bugger

The key is to not call a lot. Call and then if he does or doesn't answer wait a day or two before you call again. It will make he want you more!
