Is FIR not must for mobile theft . Comment?

yes it is a must 'cos if the mobile is insured the insurance companies need a FIR copy to be sure that people are not just scamming them!

My Indian friend in China told me even the FIR does not obligate an insurance company to pay without a report to the police within the hour of the loss. He said the time spent, paying legal costs, and the agrivation is not worth the insurance. He says he did not even break even.
