You're granted a 21 day visitors visa due to agreements between the USA and Philippines. You do not need to have a Visa prior to entrance. This "Visa" is just the fact of your passport being stamped upon entrance to the Philippines.

If you wish to stay longer, you'll have to request and pay for an extended stay visa, once you are there.
