All cats do it ,my cat is an indoor cat and when he sits at the window watching the birds he chatters, I think its because they know the bird is on the outside and they are on the inside . Its kinda like Oh ,if only I could get my paws on that birdie I would be so happy ". When you see the outdoor cat,it isdoes not do that , it hunts and kills the bird,like they do in the wild . So I think its because that cat knows it doesn't stand a chance of pouncing on the bird.

Desmond Morris, in _Catwatching_, describes this activity and says it's a "vacumn activity".
"The cat is performing its highly specialized killing-bite, as if it already had the unfortunate bird clamped between its jaws. Careful observation of the way in which cats kill their prey has revealed that there is a peculiar jaw movement employed to bring about an almost instantaneous death.....It is an enactment of this special movement that the frustrated, window-gazing cat is performing, unable to control itself at the tantalizing view of the juicy little bird outside." (p. 68).
This is a great book, incidentally, as is Muriel Beadle's _The Cat_.

It's called "Chattering" and even experts aren't sure why the cats do this. It may be a sugn of excitement or frustration; or it might have been a way that feral cats communicated with one another (to let them know there was a bird or squirrel close by). No one really knows... and the cats can't "tell" us...

She is doing something called chattering - often they will emit strange squeaks.
It is very much like when you bring anew toy home to a happy child and they jump up and down and squeal.

It's called chattering. She sees her prey and wants to hunt it. If she's indoors looking out she's prolly telling the bird "If I were out there you'd be lunch."

One of our housecats does that too...I agree with the other answers that it is a hunting instinct...it kinda freaked me out the first time I heard him do it tho...but cute too...
