He's probably not making the first move because it's obvious you're too young to date. After all, you are going to the gym with YOUR MOTHER!! Once you get old enough to date (as it is NEVER a good idea to sneak around), then you won't have to worry about making the first move, he will. This guy is obviously older than you, knows that you're jail bait, and it just trying to do the right thing..which is to ignore you. Don't confront him or make any move as you are putting not only yourself but him in a dangerous position..it's called Statutory Rape!

nah - let that up to him. To help along though - next time you catch him staring - smile at him - this should encourage him. However if you're not really allowed date just yet - maybe you should hold off for a year or two - then you wont have to be sneaking around behind your mums back!

hmmmmmmmm
well
he makes the first move
if you do
you make yourself like him , you dont have the add of breaking a messed up relationship
and if hes shying away
then its actually good for you
if hes soo shy
he likes you
I've done tht
it works
so
let him realize it
and let him like you
and ask you out
omfg
you cant date yet?
ouch
jeez Im 13
lolz

Your mom's right. your the girl so let him make the first move, well, I mean, the first "risky move". I understand your situation and I dont want you to blame yourself in the future when nothing happens to that romance.what I could suggest is that you could return his glances with smiles and waves. that way he'll feel welcome and make the next move".But if he does nothing in return, stop limiting your attention just for that guy.If he's too coward just to go up to you and introduce himself, what more when you two became more than "gymmates"?

Ahhh, puppy love. If you want to make the first move, do it. Obviously he's just going to wait around for you.

Mos def make the first move! If he is always staring, and you try and talk to him, he wont deny you.....he is probably trying to gather the courage to talk to you as we speak!
