Is sfc /now an application, if so, who makes it, and where do I get it?

I was told to use sfc /now to resolve questionable active x entries in my registry, but I am not clear on what sfc /now is. Is it software? Where do I get it? Who makes it?

It's a built in program in windows. To run it go to Start>Run then type in cmd to open the command screen. Once in the command screen type "sfc /scannow" without the quotes and it will start up the windows file protection service.
