u dont have to but if u want to keep ur hair healthy u should defenitely dry them before using an iron. I've heard and read many times that using a curling iron on wet hair brings damage to ur hair because its not as gentle as a blowdryer that does not come in contact with ur hair while drying unlike a curling iron. And if u have thick hair drying them before using a curling iron will make your hair curl faster.

You have to dry your hair because the water molecules will react to the heat from a curling iron like eggs to a hot pan=FRY EXTRA CRISPY which equals DAMAGE.

Yes, cos the heat from ur tongs will instantly dry and split ur hair. I tried this once on slightly damp hair and I ended up having to get my hair cut!!
