DNA consisits of adenine, guanine( both are purines) and cytosine, thymine(both Pyrimidines) But in RNA there is uracil instead of thymine... The basic difference b/w these two types of nucleic acid is that the sugar obtained from the DNA is deoxyribose and from RNA is ribose....
Now as Uracil contains -OH group in its structure and therefore gives Ribose whereas in thymine it contains -H bonds instead of -OH bonds and thus gives deoxyribose.....

RNA are composed of sugar, phosphate and nitrogenous bases...
the sugar found in RNA is ribose. it is a pentose, furanose sugar. it has one oxygen atom and has hydroxyl (-OH) groups whereas in DNA the sugar is deoxyribose with an oxygen atom removed from ribose where the 2' C ( second prime carbon) carries H atom instead of -OH group. there are 4 nitrogenous bases in RNA as in DNA where the purines are adenine and guanine and pyrimidines are cytosine and uracil.. phoshoric acid is responsible for acidity in the nucleic acid...

Alex_here is about dead on..You simply have to look at the names deoxyribonucleic acid vs. ribonucleic acid...the deoxy- (in DNA) is telling us it has an oxygenated group (-OH),,,the ribonleuic acid is missing this oxygen...Uracil and Thiamine are two different sugars and thiamine simply is making DNA oxyginated....Uracil can't

BS in Biology here.
The correct answer is: We Don't Know.
There may have been some evolutionary advantage to having it happen that way -- 3.5+ billion years ago, and it's just never changed.
