The administrative capital is Sri Jayawardenepura (Kotte), located about 16 km (about 10 mi) east of Colombo.

What difference are you talking abt exactly? If you mean the people of India and Sri Lanka, then they are different and similar too. Srilankans share a lot with the South Indians, particularly the Tamils. Politically, they are two different countries.
