All cats do this. It's a cute little habit they all seem to possess. My cats especially do this when I'm headed towards the kitchen. I guess it's their way of saying "give me something to eat, please - see, see, I'm here, I'm the cat".
Half the time I almost fall over my cats because they always seem to be in the way. Basically I think that it has to do with getting you attention.

There are generally two trains of thought:
1) Cats have scent glands on various parts of their body including their face (next to the mouth). When your cat walks between your legs and/or rubs its face and body against you, it's rubbing its scent on you, claiming you as "it's" possession. You can take that as a sign of the cat being dominant, or you can take it as a sign of affection.
2) The cat is acting like a kitten, walking underneath its "mother" and waiting for food...

It's a sign of affection. Cats are animals that love physical stiumli. My kitten Spirit loves to do that, when im going anywhere in the house just to let me know she's there.

kitty is trying to make you stop and pay attention to kitty. Most people stop walking when a cat is underfoot and kitty usually gets the attention it wants. Also they are just a scent machine marking everything and everyone they come into contact with.

The cat probably wants your attention *sigh* it is really difficult to deal with but you have to.if the cat rubs your ankles or meows you a greeting, bend down and stroke him/her a couple of times. it doesnt have to b a big cuddle time, but just pet the cat some!

Well if your cat walks through your legs that means your legs are invisible... If it walks between your legs... you are ok...
