What do you mean "on HUD" Do you mean she is receiving Section 8 assistance? If she is then when she is found guilty of something she can lose her Section 8. You have to wait though for her to be found guilty. Are you the victim of the vandalizing? If not do you know them? Can you get a copy of the police report or at least talk to the prosecutor to find out the status of the case? I don't think the housing authority can do anything unless she is found guilty of a crime but if you have proof she is- get it and go with it. You may just by telling her you can do this, get her to move by telling her you will not bring it to housing's attention she has been found guilty of something if she just moves away quietly.

If you have filed charges then you'll have to let that play out through the legal system. She has kids, and is on Section 8 housing you probably wont be able to get her evicted. You should be waiting with your kids at the bus stop anyway, and not because of a vindictive neighbor. Even if she were to move out tomorrow...you should still be walking and waiting with your kids at the bus stop. It is a good idea to protect your children. Maybe other parents with kids at the same bus stop can take turns waiting, a watchful adult can deter a would be predator as well.

If she is on HUD, then you can call the HUD office to lodge a complaint. I curious, how would you even know that she was on HUD? Also, just so you know-being on HUD and being a vandal, or having children that are vandals doesn't go hand in hand. There are many, many nice people who require a helping hand with housing and are grateful that there is a program such as HUD.
It is very unfortunate that you have such a bad neighbor, and I wish you well.

In our society in the U.S., one has to be very very careful because (and due to our stupid and archaic judicial system) more often than not, the victim becomes the culprit so you have to be very careful so as not to get sued. I would notify the police in person.. face to face with a detective and explain what is going on and ask advice on what to do. It is possible that they would or could put someone on surveillance.... I know it is a difficult situation but again.. under our system, the good have to be very careful due to our sue-happy society

There is nothing you can do to get her evicted. Only if and when she is convicted may she have to leave. But that is not even a sure thing
